Project Overview
In accordance with the "State Program for Improving Transport Infrastructure in Baku City and Surrounding Areas for 2025–2030," approved by Decree of the President of the Republic of Azerbaijan dated 30 January 2025, the Azerbaijan Automobile Roads State Agency (AAYDA) is carrying out construction of the Pirshagi-Novkhani-Khirdalan-M4 highway (km 22+300–28+950).
In connection with this major construction project carried out under the State Program, Grand Design Construction, as subcontractor, is executing the safe protection and relocation of all underground and overhead engineering-communication networks located within the road's construction zone (alignment) onto new design routes, with high professionalism and in full compliance with official state standards.
In trunk road construction projects of this scale, the main challenge — and equally the point demanding the most engineering skill — is protecting existing communication lines (gas, water, electricity, telecommunications) from damage while the road is being widened, and relocating them to new areas without interrupting service. Our team manages this complex process in full accordance with technological standards.

Scope and Technical Areas of Work
Protection of Communication Lines
- Protecting high-pressure gas, trunk water and high-voltage electric lines beneath the roadbed and heavy-machinery traffic zones using special protective concrete casings (sleeves) and slabs.
- Building special suspension and temporary fixing engineering systems on site to prevent damage to existing communication and fiber-optic (F/O) lines during excavation work.
Communication & Internet Networks
- Relocating and rebuilding communication manholes in line with the road's new infrastructure.
- Relocating and installing trunk telecommunication and state-critical communication lines onto new routes without service interruption.
Water Supply and Sewage Systems
- Relocating water pipes and sewage networks of various diameters within the construction zone.
- Designing and installing the road's internal and roadside drainage networks (for stormwater runoff) and drainage pipes.
Gas Supply Networks
- Relocating gas lines of differing pressures (high, medium, low) that obstruct roadbed construction onto new lines in accordance with modern engineering standards, and carrying out welding, installation and connection work.
Electric Supply and Lighting
- Relocating high-voltage overhead line poles and laying cables underground with proper protection.
- Preparing underground cable crossings for the future lighting infrastructure of the reconstructed road section.
